Two questions:

1. Why are you using sudo when you're already at a root prompt?
2. Is Kali fully updated?

When filling out an issue there's a template to follow which will help with troubleshooting.

Are you running this on a phone? Or some sort of virtualization? I think the problem is that you may not actually have real root access for raw networking purposes. Does it work if you add the --unprivileged option? Can you tell us more about your setup (what sort of device you're using, any unique software/virtualization setup, etc.)? If nothing else, we might want to quite with a more informative message here.
